The Toronto Police Service has a unique and important opportunity to influence real and positive change as an Inclusion Lead within the Equity, Inclusion & Human Rights team. In this role, you will help to build a culture of equity and inclusion within the TPS. You will provide project leadership and support to the TPS through the challenges and initiatives outlined in “The Way Forward”.
You are conversant with human rights issues and systemic barriers in a social justice context and are highly motivated to engage in a racial equity narrative. You are a results-oriented thought leader who has demonstrated experience in supporting transformation in complex environments. You demonstrate the values of service, integrity, authenticity, and respect.
What can I expect to do in this role?
Under the direction of the Manager, Equity, Inclusion & Human Rights, the Inclusion Lead develops and implements a change management strategy that addresses the learning and capacity needs at all levels of the organization, and supports the information flow to and from the front-line. Ensures successful uptake of inclusion initiatives at all levels. This role will develop strategies, tools and content to build the ongoing capacity of the Service members to ensure the success in the uptake of the implementation and evaluation of learning strategies related to Equity, Diversity, Inclusion and Human Rights education and initiatives.
Duties and Responsibilities
As an Inclusion Lead you will:
- Provides strategic direction to the Service and the EIHR team into the design and implementation of Service wide initiatives focused on equity, inclusion, diversity and human rights education and capacity building.
- Manages multiple high priority projects related to equity and inclusion initiatives, ensuring that projects are delivered on time and in support of the Service’s business plan.
- Work with Command, management, and front-line staff to translate the Equity, Inclusion and Human Rights vision and implementation strategies to staff at the level of buy-in.
- Create program learning evaluation tools and metrics to analyze the effectiveness of educational and capacity building programs objectives. Ensure successful uptake of inclusion initiatives at all levels and long-term stability of new and updated diversity initiatives and programs.
- Develop audience appropriate communication materials from a change management framework. Initiate and follow through on change management initiatives. Develop, prepare and deliver education materials that are complex, sensitive, and/or broad in scope.
- Manage and supervise team members; the Equity and Stakeholder Relations Coordinator, ensuring the development and implementation of a strategic engagement framework for internal members and the community. Provides day-to-day leadership and guidance, including the operational planning/scheduling of work and resolution of escalated issues.
- Provides informed advice, support and recommendations concerning equity and inclusion to senior management and staff.
- Increase awareness and understanding among Service members of systemic discrimination through informing and educating staff.
- Support the development of strong strategic partnerships with community partners, academics, leaders and agencies to provide advice and guidance on Service objectives related to Equity, Inclusion and Human Rights issues.
- Work to understand the inclusion needs of the Service at all levels and supports the information flow to and from the front-line and with members of the public.
- Identify and address issues and barriers present in the organization, undertake research, strategically analyzes systemic issues, and design solutions to support continuous improvement.
- Organize meetings, prepare briefing notes, reports and recommendations, and assess and analyze information regarding diversity and inclusion concerns.
- Provide the knowledge and skills needed to foster an inclusive culture through the development and implementation of training, workshops, and other educational programs. Plan and develop inclusive work initiatives and programs that are current, relevant and practical.
- Conduct surveys, assessments and other reviews to determine and isolate diversity and inclusion needs in the various units of the Service. Review and oversee reports and research completed by staff regarding inclusion issues and policing.
- Lead change initiatives for integrating equity and anti-oppressive practices, ensuring Toronto Police Service’s alignment with its goals of inclusion.
- Ensure the successful development, implementation and communication of change leadership.
- Develop strong working relationships with internal and external stakeholders representing a variety of communities and interests.
- Engage in open and honest communication regarding equity and inclusion issues. Identify immediate and ongoing needs concerning equity and inclusion through consultation with Service and community stakeholders.
- Perform other duties, functions and assignments inherent to the position.
Education/Experience:
- University degree in a related discipline such as diversity, sociology, business administration, labour relations, or human rights, human resources or the equivalent combination of education, training and experience. A graduate degree in a field related to human rights or diversity would be an asset.
- Minimum five years’ of progressively responsible experience working within senior roles, organizations or communities to implement, improve or support diversity and inclusion initiatives. Strong political acuity skills are necessary in order to mediate sensitive political situations and provide appropriate and helpful responses while mitigating damage.
- Change Management Certification would be considered an asset.
Skills/Competencies:
- Demonstrated relationship building skills to work with all levels of staff (Command, management and front-line staff) to convey information concisely and professionally. Ability to understand the inclusion needs at all levels of the Service and support the information flow to and from the front-line.
- Experience in developing evaluation tools and metrics to analyze the effectiveness of diversity education and initiatives
- Superior written and verbal communication skills to effectively brief management, engage with staff, and communicate information in an engaging manner.
- Experience developing diverse and inclusive educational capacity building tools and materials that are current, engaging and practical.
- Strong public speaking skills with the ability to communicate effectively with a diverse population.
- Demonstrated experience identifying and addressing issues and barriers present in the organization, undertakes research, strategically analyzes systemic issues, and designs solutions to support continuous improvement integrating equity and anti-oppressive practices
- Expert presentation, facilitation and design skills, including the ability to design relevant and compelling training and workshop content. Experience conducting diversity and inclusivity workshops, workplace training, and various education programs.
- Computer experience required, including standard office computer applications (e.g. Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook).
