Who We Are

Delta Family Resource Centre (DELTA FAMILY) is a B3 organization (Black-led, Black mandated and Black serving)  situated in Northwest Toronto which,  in addition to offering programs which engage, empower and heal   Black communities in the GTA, also delivers a range of services which equip residents of Northwest Toronto with tools to navigate life and  thrive.

Grassroots and community-based,  the agency has offered relevant, stimulating programs designed to transform lives – from nurturing family well-being and championing mental health to empowering Black communities and ensuring the prosperity of families, youth, and seniors.  Providing a wide range of programs, services, and activities that enhance individual skills and promote well-being and healthy communities, Delta Family is known for its strength in engaging communities, in its many strong partnerships, it’s leadership in capacity-building for under-served communities and for delivering empowering programs which meet identified community needs.

Our Mission

Delta Family is a Black-led, Black-serving and Black-mandated (B3+) agency that responds to the emergent needs of diverse Black communities, as well as those of other priority populations in Northwest Toronto.   Our work is grounded in Black/African-centered approaches and strives to continually develop and cultivate positive relationships with communities and partners.

Delta Family has been providing programs and services in Northwest Toronto for more than 40 years. 

Over the decades, the agency delivered a variety of programs and services including Youth Leadership, Children’s’, Parenting Settlement and other programs- all with the unifying overall objective of enhancing the capacity of the communities it serves 

While Delta Family has served northwest Toronto for many years, it is only in recent years that the agency has expanded its programming to meet an existing gap – the need for intentional, culturally releant programs for the diverse lack communities who lie in large numbers in the north-west, and indeed, across the entire GTA.  In 2025, Delta Family began to shift to address the gap in services which existed, and now, in 2024, the agency is recognized as an agency which prioritizes lack communities.

At the same time, Delta Family honours its history and remains committed to all residents of north-west Toronto.  Residents include many immigrants and newcomers from South Asia, West Asia, Latin America, Vietnam, the Caribbean, and Africa.  Having served these communities for more than 40 years, (often serving generations within the same family, infants, children, youth, adults and seniors), the agency continues to sere large numbers of other residents of Northwest Toronto.  While prioritizing Black communities, the agency also embraces the diverse identities of all participants and recognizes cultural holidays and events such as Asian Heritage month, in addition to having representation from other communities on its board.  Where relevant, all residents are invited to participate in programs and sere on the various committees that are formed to guide program direction. 

Delta Family Resource Centre serves priority neighborhoods in Northwest Toronto. Our catchment area stretches from Steeles in the North, Highway 27 in the West, Keele in the East, and the Humber River; This includes areas such as, Humber Summit, Humbermede, Jamestown, Mt. Olive, Beaumond Heights, and all NIA communities in Toronto’s North West. Delta Family also serves Black communities from the GTA. All of these neighborhoods experience high levels of poverty, are isolated and under-served communities

Our Roots

Delta Family Resource Centre began in 1981 as a demonstration project with five women from the community hired to create a network to connect isolated parents, provide information about services available in the community, and establish supports and friendships for both parents and children.

In 1985 the network incorporated as a non-profit organization, “Delta Child Care Network”. This included community development, particularly in neighborhoods where few programs and services existed. The mid-nineties introduced the provision of services to newcomers to Canada. 

By 1999, the organization was providing services to over 29 language and cultural groups in four locations. 

In 2001, the name changed to “Delta Family Resource Centre” and its mission statement refined to reflect the diversity and multicultural aspect of its clientele.  

The agency relocated to Humber Summit in the early 2011, remaining there until 2017, when the main office relocated to Kipling, just south of Albion.  The agency currently has 5 main offices in northwest Toronto, in addition to some additional satellite offices.
